The Watchtower is a lookout for preventing inmates from escaping or doing violence to each other.
Currently, short-term prisoners with repeated convictions are imprisoned for fewer than 8 years in Abashiri Prison. From 1890, when Abashiri Prison was established, through 1968, the prison accepted long-term prisoners.
Because Abashiri Prison was officially designated in 1948 as a maximum-security prison where inmates serving terms of 8 years or longer would be imprisoned, four watchtowers were built on the premises of the prison and on the hill behind the prison. Each watchtower was 8m high and had a deck of 12.95m2. Prison officers worked two-hour shifts in the watchtowers.
